The framework program for research and innovation "Horizon Europe" (2021-2027), was established by Regulation (EU) 2021/695 of the European Parliament and of the Council approved on April 28, 2021. The competition opens as needed and is published on the page official of the National Agency for Research and Development, institution responsible for the implementation in the Republic of Moldova of EU Programs in the field of research and innovation.
In accordance with the provisions of the European Commission, each country that is associated with the "Horizon Europe" Framework Program nominates representatives in the Strategic Committees corresponding to the areas within the Program. In the Republic of Moldova, the Network of Official Representatives and National Experts (RO/EN) is coordinated by the National Agency for Research and Development.
The basic tasks of the Official Representative in the Program Committees:
a) Representation of the Republic of Moldova in the Program Committee for which he was nominated;
b) Preparation of the unified national opinion for presentation to the Program Committee together with the group of RM delegates in the Program Committees, in the case of general issues that are found or can be extrapolated to all topics;
c) Examining the opinions of national experts or extended groups of experts at national level (representatives of public and private sector entities, including advisory bodies/working groups created ad hoc, and people who have the necessary experience in the field) or internationally (from international committees created within the COST, ERANET, etc. actions or created ad hoc);
d) Presentation of the opinions of the Program Committee to which he was nominated (without voting rights). The opinion can be expressed verbally, during the meeting of the Program Committee or in writing, according to the Rules of Procedure for the Program Committees;
e) Etc.
The National Agency for Research and Development is entitled to provide specific tasks, rights and obligations regarding the activity performed by the official Representatives and National Experts at the meetings of the Program Committees based on the service contract.
The basic tasks of the National Expert in Program Committees:
a) Advising the official representative in the Program Committees;
b) Expressing opinions that require specific technical expertise (work schedule; content of calls; budget, etc.);
c) Examining the topics of the agenda of the meeting for which the member state or associate considers necessary a specific expertise. In the process of preparing the opinion, experts have the role of contributing proposals/comments on the content of documents and topics in their field of expertise;
d) Approves the national opinion to be presented in the Program Committee;
e) Etc.
In accordance with the legislation in force and the provisions of the "Europe Horizon" Program and other relevant documents, the National Agency for Research and Development announces a competition to fill the vacant positions of Official Representatives (RO) and National Experts (EN) for the following Program Committees:
Strategic Configurations (ENG):
1. Strategic Overview of the Implementation of the Whole Programme, Coherence Across the Different Parts of the Program – 1 RO;
2. Research Infrastructures:- 1 RO, 1 EN;
3. Widening Participation and Strengthening the European Research Area (ENG) – 1 EN;
4. Food, Bioeconomy, Natural Resources, Agriculture and Environment: – 1 EN;
5. European Innovation Council and European Innovation Ecosystems: – 1 EN.
Criteria for participation in the contest:
higher education in the field related to the position applied for;
mandatory knowledge of Romanian and English (at least level B2);
experience in research activity / research management (will be considered an advantage);
experience in the implementation/management of international research/innovation/development programs/projects, including EU Programs for research and innovation, will be an advantage;
knowledge of the principles, structure and normative acts of the "Horizon Europe" Program;
knowledge of the working principles of various international programs, informational and electronic networks, as well as with various electronic portals and the process of electronic registration of organizations;
capacity for continuous improvement;
knowledge of national legislation in the field of research and innovation;
the availability to move within the territory and abroad in accordance with the needs of the activity.
The RO and EN activity is not remunerated, but provides for the possibility of professional development and exchange of experience through trips to the meetings of the Program committees, which take place mainly in Brussels, Belgium.
